The hour field, shown on all the scheduling options, relates to the time zone on the server that deploys the dashboard. For example, if 8AM is selected in a time field and the dashboard is deployed in the US, the schedule will deliver the report at 8AM US timespecified in Dashboard Configuration>Settings>General Settings>Time Zone Location Settings.
